Independent administrative authorities (agencies): myth and reality of a convenient model for Chile

Abstract

The author first presents the arguments to affirm the democratic legitimacy of the independent administrative authorities, and the distinction of their functions with those of the Government, also exposing the doctrinal discussion that has existed in this regard in Chile. It reviews and describes the basic elements that distinguish all independent administrative authorities, among which autonomy is the main one: hence, it concludes and verifies a true and false autonomy in the supposed independent agencies existing in Chile.
