Efciency and effectiveness of water rights in arid zones. Experience in the Region of Atacama

Abstract

This paper analyzes the application of the existing water rights regime in Chile in arid areas. Water scarcity is –in theory– a condition for the correct  assignment in an efficient market. However, there are causes related to resource management that explain the presence of inefficient water markets, with imperfections of asymmetries and oligopoly. In such cases the competent authority is called to develop its administrative function effectively and efficiently in order to maintain the economic profitability of water use and ensure the sustainability of the resource. In Chile, the Atacama Region III is a desert, with periods of extreme drought and periodic shortages decrees. This region is an example of importance concepts of effectiveness and efficiency: administrative, economic, social and environmental.
